This holder solves that. Made from recycled PET bottles, with a light Duraflex clip that attaches to your jacket, bag or lead. Velcro on the back so it doesn't swing about on the lead, and a drawstring with reflective cord keeps the roll in place.

The velcro is the detail that matters: without it a holder swings on the lead and taps your hand with every step. With it, it stays put.
The reflectivity is in the drawstring, not the whole holder. Don't rely on it as a visibility solution.
